Arturo E. Barraza, born in Peru. He has a degree in Administration in Police Sciences and a Doctor in Administration awarded by the Federico Villarreal National University, a diploma from the Research Program in Administration and Police Sciences awarded by the Institute of Higher Police Studies and the Higher Course in Strategic Intelligence – DINI. He graduated from the Center for Hemispheric Defense Studies, Washington DC. William J. Perry, from the courses: “Combating Transnational Organized Crime and Illicit Networks in the Americas”; and “Strategic Implications of Human Rights and Rule of Law. Expert in the fight against organized crime, strategic intelligence analyst at the level of security threats and counterintelligence operations.
He worked in the National Police of Peru for 30 years, having held various positions including Head (e) of the Search Division of the Intelligence Directorate of the Ministry of the Interior – Digimin, Head of the Intelligence Office of the Dirincri, Director of Interpol – Lima, Chief of Staff of the Anti-Corruption Directorate, Director of Human Rights of the PNP. In the National Intelligence Directorate (DINI) as Head of strategic intelligence analysts on security issues, deputy head of the Counterintelligence Directorate; and head of the Anti-Corruption Intelligence Unit-Digimin.
